Overview

As Bonn readies for the government’s move to Berlin, Minister Bartels and his team privately stall plans due to personal ties to Bonn. Mayor Struvitz arrives with a deed claiming their small town owns key Berlin land, proposing a swap: the prime Spreebogen plot for federal support to save local jobs.
